This is what it reads in the manual regarding the question, word for word:

Originally found in the Pokemon Colosseum Manual
If your party Pokemon contains strong Pokemon, such as those below, the amount of Poke Coupons awarded will be decreased based on its number.
REGIROCK, REGICE, REGISTEEL, LATIOS, LATIAS, KYOGRE, GROUDON, RAYQUAZA, JIRACHI, etc.

From that, all I can assume is that all legendaries are banned. I won't say that only ubers are, since the first three nor the last don't classify as uber.

u know if dragonite, metagross, tyranitar, salamance are banned? considering their stats are as good as the ledgendarys.

They have good stats, but I'm sure they won't get discounted. I used a team stocked with all four of those and I still got a hefty amount of PokeCoupons.
