Deep below the waves in a calm spot in the currents lays a city hiding from the world above. Hoenn is ruled by evil forces. Registeel controled metal. Regirock, stone. And Regice, ice and snow. They were once controlled by Rayquaza. But one day, Rayquaza left.
With Rayquaza gone, the Regis took over. The Keepers of Peace, Latias and Latios left. The land became dangerous.
But hope remained. Rayquaza's self-made monument, the Sky Tower, which reached high in the sky thousands of feet, was still standing. Once a year a group of five people travel the land and sea to the Sky Tower to try to see Rayquaza.
Unfortunately, the currents travel away from the Sky Tower, so the five traveler have to ride the current to land and hook around to the north of Hoenn and back South in the calm seas to it.
Once there they must watch the skies for two weeks. If Rayquaza is not seen then they come home in the currents. But if it is there, who knows what.
