Well, kingdra's stats become oober in rain, but instead of timid, make kingdra modest. and get rid of HP grass and surf. replace surf with hydro pump and HP grass into dragon.

Groudon users will most likely make it faster, which means Kyogre can´t switch into Groudon at all. Also, how does Kingdra beat Mewtwo when it will CM/recover in your face, Groudon will nullify Kingdra´s swift swim and Lati@s will OHKO you with Dragon claw, after taking your ice beam?

Make the Kyorge like Lv.64 or so. I think that makes a base 670 about the equivalent of a base 600. If you put that in your info on NB and only challenge unrated people with OU teams might actually want to fight you.
