I'm having some troubles catching Raikou on my Fire Red, but then I came up with this strategy:

Would it work if I had a high leveled Umbreon with Baton Pass and Mean Look, and then Baton Pass the Mean Look to an Exploud? Raikou wouldn't be able to flee and Roar doesn't work because of Explouds Soundproof.

Anything that can go wrong or will it work out?

yes that would most likely work. But why do't you just use the master ball? The dogs are the hardest to catch.

I dont think you'll be able to perform this, Rakous first attack will be Roar, so you wont have time to batonpass.

it has a 25% chance of using roar. So make sure umbreon is faster.

Yep.. I've EV trained my Eevee fully in Speed so my Umbreon should be faster than Raikou - might even give it a Quick Claw.

I'll tell you about my experience when I start trying

Just for the sake of asking, what level is the Unbreon at?

Yeah, good luck on cathing Raikou, that's a pretty good strat you've got for catching him and the Quick Claw wouldn't hurt anything. Only other hint of advice I could give would be to make sure to have plenty of Ultra and Timer balls, the dogs can be a b***h to catch.

The Umbreon is at level 55. My Exploud will probably be at level 70 or something like that (haven't trained it too much yet).

The only thing that could go wrong with your plan is if Raikou Roars the first turn/ (the one where you use Mean Look) The second turn isn't a problem, as Roar always hits last.

Why dont you just get a fast pokemon and risk putting it to sleep.
Then Use mean look and switch to exploud. Fini.

Who cares about shinies? They don't fill the Pokedex. <.<

Besides, how many Pokemon are there that flee? Ten? And the chances of encountering one at a high enough level that an Ultra Ball isn't a sure catch are quite, well, slim. Shinies have no benefits other than bragging rights (unlike other rare things like Mirage Island and Pokerus). Raikou can be trained, at least.

But it's not like it's going anywhere. I caught mine in an Ultra Ball. The ONLY excuse for using a Master Ball on a legend is if you're resetting for a good nature/IVs and you can't do this with the catdogs.

I've seen a shiny with a fleeing move twice. One I caught (with a Master Ball), the other roared.

And ~Bent~, that was sort of mean. And if you only care about filling the pokedex, what's the point of the game? It's to have fun. And if you saw something that's 1/8192, wouldn't you care about it?

same as always, you don't looke for it. Then once you do have it's location, either have an MB with you or have a wobbu, false swiper, and sporer with you and also lot's of timer balls and repeat balls.

Yes, but a Level 100 Umbreon most probably has a higher speed than Raikou so maybe it will work. I'm pretty sure that it'll work; it sounds like a good idea. I'll try it.

to get raikou, entei, suicune, a really easy way is 2 go to the place left of celedon city where u cut the tree and there is a patch of grass. go in and out of the building battling one pokemon then going into the building and coming back out, battle another pokemon, go back in and do repeatively.

The reason for this is raikou, entei and suicune change their postion everytime you go into a building so if u keep doing this u will eventully find it.

I've done it 4 times and they all took me under 30 minutes if u keep at it.

Trust me, it WORKS

mean look does not prevent roaring so in the ifrst move... if it uses roar... even if u get mean look in first... it'll still roar.
another idea would be to use a pokemon with sticky hold or suction cups as those abilities keep a pokemon from being forced out of battle.

The way i usually do is choose a route that has pokemon at a low level and have a pokemon just below the level of the wild pokemon you are looking for. Buy a max repel and goto a patch of grass in that route and then save. Use the repel then run thru the grass til it runs out. If the dog doesn't show up. reset. Keep goin til it appears.
And as for shinies.... you don't have to have a masterball... just have to be smart.... use pokemon with damp to prevent exploders and mean lookers for flee-ers
