Where is the best place to level up my Pokemon Lv. 25-35 in Sapphire? I just got my 7th badge.

the best place to train your pokemon, depends on your party. so we cant tell you what place to train if we dont know ur pokemon

With the 7th badge you can chase the interviewers Gabby and Ty around in a triangle. They give good experience for effort/time because they're trainers in infinite supply. Their first location is North of Mauville, then East of Mauville over the river. Then East of Fortree.

Until we know what pokemon the topic creator has, its no use trying to suggest a good training spot as one might work for a certain pokemon, and it might not work for another.

Do you mean, you fish out a wailmer, you kill it? Or you catch a wailmer, and train it on other wailmers? But if it was A, the topic creater hasnt told you what pokemon was in his party, fishing cant necessary be the best option.

Actually, rare candy is a suggestion that doesn't rely on what pokemon he has at all. I don't think it becomes time efficient until around level 60, but there's no way that a fire type is better off with a rare candy than a water type would be.

There are also some places that are good for training in general, and some types can and can't do that area. I still think that beating the interviewers is a great choice for most teams.

Seeing as how I'm the first one to arrive here who isn't lazy, I'll just list a number of training spots or methods, and let Asia_Catdog_Blue decide which one his/her team is best suited for.

1. Interviewers
As said before, they can be fought over and over again, and their levels will gradually increase until they reach 39, which is pretty good for training. Not to mention it's a trainer battle. Just remember that you'll be training 2 pokémon at once, which could help. Also, if you wish to raise one faster than another, equip it with EXP Share.
2. Trainer's eye/match call trainers
Bike around and around for a few minutes (make sure you go back and forth between routes or towns a lot) and some trainers should pop up in your trainer's eye or match call, depending on your version. Keep doing this and the trainers will slowly increase in strength.
3. Fishing
Not as quick, but Sharpedos do give some nice EXP.
4. Pickup
As said, get a team of 5 Zigzagoons/Linoones, and just battle several low-levelled pokémon so you can activate their pickup ability. One of the items they can get is rare candy. You may also get some other nice items along the way, such as healing items and nuggets. Note that this only really works in R/S, as emerald's pickup works differet and rare candies are super rare until you reach higher levels, levels you would not have if you only have 7 badges.
5. Routes 120, 121 and 123
Not the greatest, but Linoone/Mightyena (depending on your version), Absol, Gloom, and some other stuff do give pretty good EXP for some lower levelled pokémon that might be lingering around in your team.

Of course with the aid of a lucky egg, a secret base of Level 100 gardevoirs that only know memento and a secret base of Level 100 blisseys that only know tail whip, my level 5 snorlax was able to raise up to level 41 in such little time. If snorlax was of a different OT, I'm sure it'd be of a much higher level but I needed that buffer space to EV train and raise it to level 50 at least.

IMO, you can fight some Mightyenas in Route *don't recall the number :p*, you can fight Gabby and Ty, like someone here already said it, or you can battle again and again trainers from your pokenav (can't recall the name again :p). The breeders are excelent: easy to win, and they give some exp.

If a pokemon has EXP share & participates in battle they earn 2180 EXP. from the battle, provided they dont faint or anything

Which one? Gabby and Ty, or the Mightyenas, or the breeders?
