Go rain dance over dragon dance on Kingdra. He doesn't have any physical attacks. You also might want to take rest over dragonbreath, but ingame, sometimes it's better to have a last-ditch attempt at bringing down another water type than to be able to restore your HP, just so they can ice beam it back down.
