Light Bulb--->Light Ball?

I just remembered that in G/S/C, If you trade the pokemon yellow pikachu over, you get a light bulb. Is the light bulb the same item as light ball with a different name? Does it have the same effects?

there both the same,and do the same effect to pickachu.

Actually, it was a light ball in GSC, so it is the same item.
