Lottery And Mirage Island???

Question 1: I'm just wondering if Mirage Island has a connection with the Lottery because they have both got ID numbers.

Question 2: When a certain ID wins the lottery and its Latias for example and its has the ID: 03562...will that be the island's number?

1) No connection. It's not even the visible ID number of your Pokemon that determines the appearance of Mirage Island.

2) As I said, there is no connection. You get to Mirage Island with a Pokemon that isn't a winner in that day's Lottery and a Lottery-winning Pokemon likely will not make Mirage Island appear.

The ID for Morage Island is an invisible one, and not the normal Trainer ID.
The Mirage Island IDs are even different if 2 Pokémon got the same OT.
