Not the first prize (dunno how they call it), but the BEST prize is Master ball (requires all 5 digits to match with the Lotto number)
1st Prize: Max Revive (needs four digits)
2nd Prize: Exp.All (needs three matching digits)
3rd Prize: PP Up (when two digits match)

I use, but usually two at the same time. I have five Exp.Shares in Sapphire.

it's not how many numbers match actually, from my experience it's based on how many pokemon you have with the EXACT number on it.

if I'm wrong then they need to be in the exact same place as your Id has them.

It's my personal ID number: 02346. The number I got had 0, 4, and 6.

The numbers need to match from right to left. So, if your Lotto Number is 08746, for example, you would win PP-Up because the end two numbers match up. The 0 isn't counted since the second and third digits don't match.
