Yeah probably.

I could probably use a level 90 Kecleon with Lick+10
And it'll defeat Lugia with one hit or two.

Or you could use a level 50 Latios with Thunderbolt.

How did you get Hydro Cannon on Blastoise?

Me, I just pelted Lugia with Flamethrowers that did 450+ 'till it joined.
