it's probably because the dungeon is so long... having to go trough the Same 99 floor dungeon more than 1 time because there is no save point is something that could make me throw my GBA out of the window...

BTW Lugia has 800 HP. Attacks doing around 200+ Damage are heavy hits.

Like teayzi said, nintendo would have to make it 99.99% recruit rate because its A) 99 floor dungeon and b) no save places. Thats why lugia is also at a crap level, because its a 99 floor dungeon. If it were say, 40 floor it could be like lv 70.

Wow. Lugia is known as the Guardian of the Seas...
But it can be defeated... pretty easilly.
Lugia's initial 3 moves at level 30 are Whirlwind, Safeguard and Gust.
It's basic attack does about 20 damage.
Move that does 800+ Damage = OHKO.
