lugia in mirage

1 of my friends find a lugia in the mirage island. ¿can somebody help my to find some explains for this? ¿is that a glitch of the game?

please if somebody finds one as the same form please tell me

Lugia's aren't on Mirage Island. You find them on Naval Rock.

Your friend either used a Cheat Device or traded with someone who did use one.
