Yes, lugia is guaranted to join you, so is Ho-oh, mewtwo (both cant be recruited on the first meet though).

However, it will not join you if you have more than 2 one weight or 1 2weight Pokemon on your team. Lugia is 4 weight.

I've beaten Ho-oh TWICE now after beating him the first time, with a Charizard and a Meganium (Meganium is the leader) both times, and I still haven't recruited him. I bought Rainbow Peak for, what, 6500, had a Friend (?) Ribbon, and I still haven't recruited him after TWO tries. That guy is pure evil. ;250;

Did you kill Ho-oh at far range? Pokemon only join you if you beat them with them right next to you.

Yep. Bullet Seed cannot kill that guy in one turn, so after the first turn, Ho-oh comes right up to me so he can attempt to murder me, then I Bullet Seed him to death. xD

Nope. Bullet Seed ALWAYS finishes him off for some reason. xD
...wait, what if you brought along a recruit and it died on the way there (like, say Lv.20)? Would that account for why I can never recruit Ho-oh?
