Because that way you can actually KEEP special attack high enough without having to switch.

All out offensive Lugias are generally crap, but something like what you've got there will do I guess. Ancientpower, Shadow Ball, and Aeroblast are other decent options. Well, Ancientpower less so.

I'd still have Recover at least though. Lugia's not the best sweeper but a great tank.

I would replace Surf with Hydro Pump.

Lugia is always good with recover. You don't need 4 attacking moves.

Maybe he's trying for a choice band Lugia.

...I'm not sure if Lugia's movepool is that big to allow for that.

I taught mine aeroblast, psycho boost, earthquake, and hydro pump. But I don't use it alot and when I do I usually stick with Aeroblast.
