well, i have bought all the friend areas i culd in the wigglituffs store but i didnt get ;249; friend areas, i am in the level 60 of silver sea inlet trying to see if it will be at the mart after i beat it
if someone can help me befriending ;249;, please, talk to me, thanks, Leo

No, sadly it will not appear after you beat it because my book said you can befriend it on your first try. It never lies, with the exeption of the key.

Lugias Friend Area is an automatic one, you simply can't buy it because you don't need it to befriend Lugia.
If you befriend it, it'll be in its friend area.
