You can find a Moon Ribbon at the Northern Field(Suicune's dungeon) at floor 20. But it requires a Key.

evolving doesn't encreas your stats like in other games, it just gives you a different level up set and different apperance, unless you just like umbreon, its pointless to evolve almost. exwpt the fact all eevee evos rock <3
good luck with that, i don't even have an eevee.
