I know what it does, but I have a question about the 'reduces speed' bit. Does it affect the leveling of speed, or does it simply temporarily make your Pokémon slow while it's equipped?

It only slows your Pokemon in battles, not the leveling.

I think they actually made their explanation slighly wrong in-game. Before I came to serebii I was like '' no way am i using that, my speed is goin down! ''
