Making parts of a video into .gif format

Well, something like that. XD

I've seen people use avatars/signature pics directly from anime/games. How do you do that? Do you have to take each picture manually and animate them? If not, which programme is the best to use for .wmv/.avi/.rmvb format? (.rmvb is optional)
