Probably the same way Team Rocket captures Pikachu: a electric proof net, cage, etc.

I'm thinking "electricity theft" is siphoning the electricity that powers up devices, especially ones needed to accomplish everyday tasks.

PM2019 has really struggled with trying to be creative. Just look at it recently, Episode 63 was a Water Race (we already had one before in this series), Episode 64 had more or less the same premise as the Absol Episode back in AG, Episode 66 looks similar to the Flabebe Episode in XY and Episode 69 seems to be yet another Pokemon Adventure Episode (We already had Two in SM and One in XY). Meanwhile this Filler seems to have a unique premise.

If Ash’s Pikachu does wind up learning Rising Voltage, then he would probably get a Pokémon that knows or can deploy Electric Terrain so that he can take full advantage of Rising Voltage.

How is Journeys not being creative lmao? That water race episode was completely different from ep8, the absol episode completely different from AG ep, and the flabebe episode already having noticeable differences like Florges and no TR and flabebe actually evolving. This episode features Pikachu being arrested and Ash going undercover as a police officer which never happened in that XY episode.
Like how are people actually believing these episodes are carbon copies????
Well then AG, DP, BW and XY all are pisspoor series which lack creativity fully and suck because all of their premises are the same then.
