MD: Optional Missions?

(I checked back, maybe thirteen pages to see if this has already been asked and couldn't find it. ^^() So if I'm just dim and y'all have answered this question eleventy times, I'm sorry!)

So yeah. The optional mission to get the Sky Blue Meadows friend area. I've been checking for it intermittenly and haven't gotten it yet; the credits rolled a long time ago and I'm worried I missed it. x_X I just cleared West Cave and, as far as I know, all the other events in the game hinge on having that friend area. So, is it possible it appeared on the board one of the few times I didn't check and now it's gone forever? Or will it pop up if I wait long enough?

there is a wonder mail password that gives you the mission for it, I have somewhere, If I find it, I'll let you know.
