345 YOU'VE GOT IT ALL WRONG
Pert is used by all those kids
who love koko lucha rain teams
He's better than mega sceptile competitively but comes short of the OP Mega Blaziken

Eh, Mega Sceptile is a way more cooler Pokemon design wise, with its God-Tier speed and high attack it's a pretty tough Mega to beat. You can say that Mega Sceptile has 4× weakness to Ice, but then again, Mega Swampert also has 4× weakness to Grass.

Mega Sceptile's moveset leaves a lot to be desired, and it's ability is pretty useless since its already 4x resistant to Electric. Mega Swampert gains an amazing ability in swift swim, and has a better move pool and overall adds a lot more to teams. Leaving design aside, Mega Swampert is definitely the better Mega in battles.

Sceptile is in RU(Rarely Used)
mega Swampert is in OU, a higher tier than it. Sceptile has a lacking defensive typing, and is really weak to First Impression, so it's forced to run Protect for Golisopod. Plus it's not that good defensively like Akki said. Swampert just pressures a lot more Pokemon than Sceptile does, especially under rain.
Plus Sceptile generally struggles against a lot of Pokemon too, especially Pokemon who outspeed it or completely wall it - a good example is Bronzong. It can set up Trick Room, and Gyro Ball into it, doing massive damage.

Mega Sceptile's ability isn't quite useless because Lightning Rod also gives it a boost stat wise from Electric attacks.

Yes, that's true. But then again, a lot of Electric Pokemon do carry HP Ice so they might just go for it on a predicted switch..
But I get where you're coming from. Mega Sceptile has one of the cooler Mega Evolution designs, so I can get why you like it.
But from a competitive standpoint, it just doesn't have much going for it...it's dropped once but I did see OPJellicent use it in OU pretty effectively. Nature Power is a cool move to run on it

Yeah sure Lightningrod boosts Sp Attack, but it's useless on it because Mega Sceptile is already 4x resistant to Electric moves. No one with common sense would use an electric move on Sceptile anyway, so it's a pointless ability. I can only see a use for it in doubles, with say Gyarados. Lightningrod keeps Gyarados safe which will be very handy, but as for helping Mega Sceptile, it really doesn't.
