Is megahorn based off the Atk stat or Sp. Atk, it is a bug type attack, but I am EV training and I want to know which Stat would be optimal for this attack. Thanks.

Megahorn is based on the normal Attack Stat. If you bought FireRed and/or LeafGreen, you should have gotten a free, small booklet that's a sort of guide. You should refer to the last page that a Rip-Off Page. It tells you what all the Types of Moves are based on.
