I thought the Boss Theme was crap. I'd have to go with Sheep Man's. Maybe Pump Man's. Or that kickarse rain theme on Wily 1.

Strike Man, Solar Man, Nitro Man, Wily Stage 1, Wily Stage 3 and Special Stage 1 have the best tunes in the game.

I'd have to agree with Grumpy Older Man about Solar man and Strike man. Nitro man isn't one I'd pick for the best, but that over most of the others for sure.
As for the Wily stages and such, I can't remember the music in them, so I'll leave them out.

I was personally dissapointed with the music, as opposed to MM9 where I pretty much enjoyed every track, there's only a handful out of 10 that even spark my interest.
As for the gameplay, I don't really know. I always found Mega Man games to be easy in general and more or less trial and run.
