if you get a high-level poke with pickup, they can get you another EQ TM...

until you get it, though, you have a major problem with steels. if you get really desperate, you could (maybe) use brick break, but don't try to use it in competitive battles. or, you could give it agility.

if you choose brick break, though, give it a choice band instead of leftovers.

I just don't feel like starting my emerald over again for a single TM. But agility works.

Don't use Brick Break.

Just train up a Linoone to level 91 and run around for ages to get the Earthquake TM.

That will take a while. Unless there is a quick way to train one.

Slap it in the dacare and do the mudslide trick.
Takes only 1 night that way.

ocean current > mudslide. you can use the mach bike, so it goes about twice as fast.
