Where the heck do you get it??? I know what it is, and it doubles defense, but where is it?

Wild dittos may have it as an hold item. It only doubles dittos defense. BTW, the main site has lots of informations about the games, also about its items, so you can look first there before posting.

Metal Powder is something you get off wild Ditto, as said before. It's really not worth getting unless your going to use Ditto (I remember it only sells for 50 dollars)
Edit: Yes, I meant to say Metal Powder.

Kevster, use can ONLY get a metal coat off a Magnemite and you can get metal powder off a Ditto

Alright, this has been answered. Wild Ditto have a 5% chance of holding Metal Powder.
