1 Escape Orb(if you are running out of time finding Deoxys' mirage)
1 X-Ray Specs
1 Friend Bow

hold item: Tight Belt

I always go in with those items.

well...

so im walking around 15floorish and bam! sticky trap!on my tight belt.
this was when i didn't have an escape orb or a cleanse orb. so idie of hunger then beat deoxys. he didnt join me becaue i couldnt equip my friend bow
no fun.

It should be. I'm level 90 w/friend bow trying for Maximum chance.

I just bring two huge apples, keep X-ray glasses on and switch to friend bow on the last floor.

I just tried to recruit him twice, didn't join both times. >_>

This is the easiest way.... I beat it the first time doing this.

Held Item: Tight Belt
1.Max Elixer
2.Friend Bow
3. X-Ray Specs.

^ That made me beat it in 15 mins

You could just do it the safest way and go:

1. Huge Apple
2. Max Elixir
3. Reviver Seed

and then hold a scarf/bow of your choice.

reviver seed
reviver seed/huge apple (if you are a low lv then reviver seed, if not then huge apple).

yes he does, it took me well over 12 times to finally get him but its worth it. he is on my uber team

I beat it on my first try w/this:
x-ray specs
reviver seed
reviver seed
I didnt have to eat just wait until ur hunger is out and when u run out of hp then you revive,its pretty simple
EDIT:just got him,its my second try in^^
