Well...sure...if you're really lucky...

It'd be best to level up to lvl. 50 and get a friend bow so you can get a greater chance of recruiting Mew because it has a 0.9% chance of being recruited at first...

I reccomend being a high level as well, since Buried Relic is so hard. And yes the Firned Bow is on floor 30 and you need a key, with all the you should be fine.
