It sounds like Microsoft Game Studios will handle the brunt of the work in developing the property while 4Kids Entertainment reaps the benefits of being the exclusive worldwide agent handling broadcast, home video, music and merchandise licensing rights.
Microsoft executive VP Peter Moore already promised we'd see more from companies like Rare in the spring, neatly coinciding with the supposed launch of PlayStation 3 - or at least more details about the mysterious beast. Considering their past pedigree with games like Grabbed By the Ghoulies and even Kameo, they'd be a natural fit.
With the success 4Kids Entertainment has had with Pokemon, it's no surprise Microsoft pursued them. "We are confident our strong track record in developing integrated marketing and merchandising programs designed specifically for kids will enhance the future success of Microsoft Game Studios," says 4Kids Entertainment chairman and CEO Alfred Kahn.

One can assume this could have something to do with Akira Toriyama's Blue Dragon, which is getting its own manga and could POSSIBLY be adapted to an anime, as well as the fact that it's the most kid friendly franchise that the XBox360 has going for it. If so you can bet crap voices for the characters (if any voiceover at all), unless of course we get the Dragon Quest 8 treatment and get natural speaking actors.
