? means I don't know if it can learn that special move.

I doubt it can learn EQ, but it wouldn't be the best choice for Milotic anyway. Instead use Mirror Coat or Hypnosis.

Use either the ST set, or Hypnosis and Recover.

If your look for EVs:
252Defence,212HP, 46 in Sp.Attack.

Bold nature
252 HP, 131 Sp.Atk/Def
- Recover
- Mirror coat
- Surf
- Ice beam

No Milotic cannot learn EQ, Besides it has to low of a crappy attack to use it.

Milotic has a weakness to Electric and Grass so I was thinking RECOVER was just the move.
