acording to the spin-off-dex, I have about a 37.5 percent chance of getting him.

I was at level 42, with Platium rank and it took me 4 tries for him to join my team.

try going to the save point and if u dont recruit him shut it off and try again

I used a 41 Mew and he joined immidiatly and he wasn't holding a friend bow.

i was bronze level 32 just bring your leader and kill manlady then he will join you ig you bring a partner the manlady will not join you.

I was an Espeon around... level 38 or 39, and it took me about three tries to get my Manlady the Moltres. Just be sure to save at the Mid-Point and then if the burning turkey doesn't join you after you lay the smackdown on it, you just restart and only have to trompt around two floors, rather than fourteen or so (an obvious trick, yes, but one can never be sure of what's already know).

Since Moltres has a 30% recruit rate, and you're at Lv. 40, then you have a 37.5% chance of recruiting Moltres. It also helps to be at a good rank. I could never recruit any of the legendary birds when I was Gold Rank and before I was lv. 40, then when I got the Platinum Rank and got to lv. 40, i recruited them in one try (except Articuno, it still won't join me).
