To eliminate stat changes. Let's say your opponent lowered your accuracy with Sand Attack or upped his Attack and Speed with Dragon Dance... and because you don't like that you use Haze to eliminate those changes...

you know EVs for crobat, i maxed out speed and has a jolly nature. It didnt go to 394. It went to 381. Or is it pure luck by getting the maxmium stat value?

The stats thing is all dependant on Ivs. Check the Iv calculator on the main site under Game Mechanics. You probably have a bad speed Iv.
