I think these are the cutest: Cyndaquil (who saw this coming?), Poochyena, Zigzagoon, Corsola, Spheal, Buizel, Mawile, Surskit, Shroomish, Natu, Miltank, and others.

TEDDIURSA!!!!!!!!!
The moment I first saw Sugimori Teddiursa in it's Bulbapedia article, I've absolutely loved the cute little bear. It's paw-licking pose is the most adorable thing you could possibly imagine; and it pulls off being so cute without being too complicated or forced like Igglybuff or Blissey. It's nothing more than a simple bear-cub, yet it's cuteness will blow your mind.
But other than Teddiursa, I think Natu, Togepi/Togetic, the Chikorita line and Breloom (not Shroomish) are utterly adorable.
