Most forgettable gym leader/elite four member

Glacia needs to appear in X/Y as the cold region she hails from since she came to Hoenn to temper her ice-type pokémon, didn't she? She's so forgettable; just put there to fill in an Elite Four spot. Even her overworld sprite doesn't match her sprite clothes!

Most forgettable Elite Four member: Bruno, Glacia

well i cant tell which is the most forgettable but i can definitely say the most unforgettable is whitney for anyone who challenged her

My personal choices, by region:

Kanto: Koga. His gym/city seem entirely tacked onto the rest of the journey. I've played those games 385763985728 times and have never had a memorable battle with him.
Johto: Jasmine. No gym puzzle, no personality. Bland character model.
Hoenn: I've played these games the most, but even so I find myself forgetting Tate and Liza.
Sinnoh: Byron. It's cool that he's Roark's dad, but Canalave has so many more exciting things than the gym. Fantina is a close second.
Unova: Elesa. Awesome gym, but not even the anime could give her a good battle.

Any Gym Leader or Elite Four member who uses two of the same pokemon is pretty lame in my book. Glacia's probably the worst one for this because she has two Glalie, two Sealeo and then, wait for it, a Walrein. Just because its evolved doesn't mean you look better. Agatha is another offender. Two Gengar and a Haunter? Make an effort!

It isn't like they had a much of a choice considering those were the only Ghost and Ice type Pokémon in their region.

My personal choices, by region:

It is funny you say that about koga because my first battle with him is the only one I can remember from my first time playing blue, which was my first game. It came down my blastoise vs muk and we both ended up running out of every move's pp, so it became a literal struggle fight to beat him. I ended up winning with probably two hp left total, and ever since koga has been my favorite. Plus hw is a ninja, which is awesome.

If that's all that's available, then why make them an elite four member? Hoenn introduced a buttload of new grass types as well as retaining Vileplume and Bellossom. Where was their type specialist?

I always thought of Agatha as more of a poison type specialist anyway, what with Arbok and Golbat appearing on her team in the hand-held games, and Muk and Venusaur padding out her team in Stadium. Also have you looked at the moves of her pokemon in the Red and Blue games? First Gengar: Confuse Ray, Hypnosis, Night Shade, Dream Eater. Haunter: exactly the same. Second Gengar: almost the same, just replaced Hypnosis with Toxic. Golbat: Wing Attack, Haze, Supersonic AND Confuse Ray. Arbok: Bite, Glare, Screech and Acid. Make and effort woman, you're meant to be one of Kanto's leading trainers!

I actually like Sabrina. (Especially in White2/Black2 in the PokeStar Studios subplot.)

But anyone, Marlon. For the eight Gym Leader in the game, he's a push over, kind of an Anti-Climax Boss, to quote a Trope. (The fact that he talks like a stereotypical airheaded surfer - because he is one - doesn't help either.)

I like Sabrina too! She's my favourite of all the gym leaders, in fact. Although that's mostly because of the anime, in which she was so much more badass than in the games.

Stereotypical airheaded surfer? Same is true of Brawly, and he's also a pushover. Essentially a Fighting-type version of Marlon, with an outfit that's far more boring. Definitely one of the forgettable ones. Actually, a lot of the gym leaders and E4 of R/S/E were not that interesting to me, notable exceptions being Flannery and Wallace and maybe Drake. Other forgettable ones are:

Blue (Just an ordinary trainer, pretty much, and atypical as a gym leader due to not sticking to a type)
Bugsy (I even have a hard time remembering whether he's a boy or a girl sometimes)
Karen (There was just... nothing much to her, except maybe her Houndoom being difficult. But the Team Rocket admin had a difficult Houndoom too.)
Roark (Seriously? Another first gym leader using Rock-types? Booooring.)
Gardenia (Erika was way more interesting)
Candice (All her Pokemon seem fresh out of the adjacent route, and one isn't even Ice-type)
Volkner (he kind of paled in comparison to the other Electric gym leaders, even Wallace)
Flint (nowadays when I hear his name I think Mother 3 rather than Pokemon)
^^And everyone else in Sinnoh's E4, except Lucian, who is one of the awesomest bookworms ever.
Marshal (the only thing memorable about him is his blue mouth)
Caitlin (yawn... XD Actually, I take that back. She's memorable for being boring, especially in comparison to other Psychic-type users.)

By contrast, the most memorable for me, by region:
Kanto: Lt. Surge in Yellow (I never played Red or Blue). Using only Raichu? THAT TAKES BALLS.
Johto: Damn Whitney and her damn Miltank and her damn crying fit afterward.
Hoenn: Wallace in Emerald. Sure, go in with Electric and/or Grass Pokemon, and he's easy! WRONG. Steven was boring by comparison.
Sinnoh: Fantina. I really like how she appears in contests and just her personality in general. Plus she uses Mismagius, one of my favourite Pokemon.
Unova: A lot of these gym leaders were memorable... But Burgh's room in B2/W2 is a sight to behold, he says some interesting things, and his Leavanny can be surprisingly tough if I battle him with anything other than a Growlithe. Also Elesa with her infamous switcheroos with Volt Switch, plus she's a friggin' supermodel, how can you ignore her?
