actually, Rocket Dan are arguably the most developed characters in the series. Sure, they never seem to change their ways, but they show time and time again that they're actually good people who just want to impress their boss and raise their ranks (though now and then, they'll have a streak where they're selfish for personal gain, especially Musashi). Plus, they have an extremely close bond with eachother, something which several of their characterization episodes seem to focus on. And hey, if characterization's not a good enough reason to watch a Rocket episode, the comedy more often than not is, given their role in the show. Also, on this note, shame on anyone who keeps saying "Fly Me to the Moon" was horrible. Honestly, Nyaasu made that one of the better Jouto fillers.

nah, they served their purpose: they introduced a Pokemon that wasn't featured in the anime previously. Now, the examples people are mentioning, particularly "Whichever Way the Wind Blows", is extremely pointless in that absolutely nothing happens, it's dull as hell, Satoshi's barely even involved (sans Bayleaf breaking up the two sides) let alone getting any sort of characterization, and it features Pokemon that got their fair share of appearances before.
Oh yeah, if it wasn't for a certain evolution taking place, I'd have to say "Outrageous Fortunes" was pretty crap. God, how many times do they have to make Nyorobon look bad (Kasumi already pitted Nyorozo against one earlier in Jouto)? 'Course, some people would say the episode would be better off not existing anyway, since they seem to hate what Nyorozo's become (and I personally can't blame them).
