Move Deleter problems?

In R/S/E, the Move Deleter can sometimes be able to not make a Pokemon forget moves. Like my Qwilfish (I know he sucks, but it's from Colosseum) needs to forget Surf to get to Platinum, but the Move Deleter just says "Hm? It seems your QWILFISH doesn't want to forget SURF." And he's been doing that for a year now. How do I get Qwilfish to forget Surf?

By making sure you have another Pokémon that knows Surf - it's a security measure on the part of the game to ensure that you don't get stranded with no way to Surf across water. You would be unable to release that Surf-knowing Quilfish for the same reason.

BCVM22 nailed it on the head. You must teach another pokemon Surf and have it in your party, and then go to the Move Deleter in Lilycove again, and now your Qwilfish will be able to forget the move Surf this time.
