Move Remeber Guy...

Isn't there a guy somewhere in Emerald, that when you give him a HeartScale he will allow your pokemon to remember one of thier past moves? I looked allll over the game and couldn't find him.... Maybe i'm getting mixed up with F/L?

It's in both games. In RSE(heart scale), in Fallarbor and in FR/LG two island(mushrooms).
That's why you have to go to Serebii.net

at the bottom of the ocean using dive there are some
and after a while they regenerate
just look for rocks on the sea floor or dark spots where a patch of grass is missing
