Aerial Ace's description says it strikes the foe at high speed, so any pokemon with quick reflexes can.

It's claws. Duh. You just can't see them because they're under ground.
Snorlax and Tauros can both learn Surf.

Before anyone brings it up....

In fact, I have evidence. Study the ability "Iron Fist".
Snorlax and Tauros can both learn Surf.

And Tauros can learn Whirlpool!

Haters Gonna Hate
Snorlax can becuase Fat floats, and I think Tauros get's it due to cows often wading in water, and are suprizingly agile in it\1stgenlogic
