yeah, the japanese names don't have anything to do with social titles, only the english names do.
Plus Mr.Mime's japanese names is pretty much non-gender specific. Also back in RBY when pokemon didn't have genders, they gave the name Mr.Mime, assuming it's supposed to be male.
Even if Mr Mime was 100% male there is no actual need for a female to be created...Tyrogue anyone?
But yeah the whole Mr. thing is a translation mistake.
The Japanese name of Mr. Mime is Bariyaado, or Barriered, which doesn't imply one gender. Apparently NOA didn't think there was going to be genders involved... well oops to that.
