I have Outlook Express 6 and I cannot start it because it said, "Outlook Express could not start because MSOE.DLL could not be loaded."

what is the meaning of this?

Msoe.dll is a file explorer needs. Reinstalling will do the trick. Or, you may just download the dll, (which may or may not fix the problem) here.
