This card is pretty cool in Tribal decks. 3 seems a bit big, but it is worth it.

I rather run creatures that do similar things, like Goblin Warchief. In many decks, casting an artifact like this will toss you off tempo. It doesn't attack, block, draw you cards, or pump your creatures. It just accelerates you. In many situations, I think it would be better to just play something like a Talisman instead. At least it helps you cast any spell.
