The only things that should be in a goblin deck are Goblins and Mana Sources. You only run things that aren't Goblin when you play Cabal Therapy and Patriarch's Biddings and that is only when your opponents play a lot of control.
Goblins need to come out quickly and strike fast. You generally don't need any removal from sorceries or instants because Goblins already provide things like that. Sparksmith or Gobling Sharpshooter is the weapon of choice for shooting your opponent's creature.
This is the goblin deck I brought to PTQ:
Creatures:
4 Skirk Prospector
4 Goblin Piledriver
3 Sparksmith
4 Goblin Legionnaire
4 Goblin Warchief
4 Goblin Incinerator
4 Goblin Matron
4 Goblin Ringleader
1 Goblin King
1 Seige-gang Commando
1 Kiki-Jiki, Mirror Breaker
Others:
4 Chrome Mox
2 Seething Song
Lands:
4 Bloodstained Mire
4 Wooded Foothills
4 Sacred Foundry
8 Mountain
Sideboard:
4 Disenchant
4 Kataki, War's Wage
4 Lightning Helix
3 Pithing Needle
White mana is not a problem as Fetch lands make it 12 sources of White Mana and 20 sources of Red Mana.
Goblin Matron and Goblin Ringleader fill your hand with Goblins for more savage beatings.
Warchief makes them cheap to play and give them haste, which quickens the beatings. Meanwhile, Sparksmith and Goblin Incinerator shoots down any enemy creatures that might come up and Seige-Gang helps with that also. Kiki-Jiki is mainly here to help apply more pressure.
The most important card is like Goblin Piledriver, as it is the biggest hitter in the game. It practically had Provoke, as it usually has 7+ power on the attack. Goblin Legionnaire is now playable thanks to Sacred Foundry, it becomes a cheap and effecient 2/2 with two decently strong abilities. Infact, it can trade with a 4 toughness creature. Not something to look past.
Skirk Prospector, Chrome Mox, and Seething Song all make excellent mana acceleration while fetch lands slim the deck a bit so you don't draw lands too often when you need Goblins.
The sideboard has Disenchant to deal with Engineered Plague and Pithing Needle + Kataki to stop Affinity. Lightning Helix was a filler, as I couldn't get 4 of anything super useful. Lightning Helix was thrown in last minute as I needed to fill in the 15 card Sideboard. I never really sided them in, and I never found many times where I didn't have anything I didn't already have.
I know many of these cards can get expensive, so I wrote up some substitutes for casual players, but do know they're not nearly as good as the original cards.
Goblin Pildriver -> Reckless One
Piledriver has Pro Blue and is has higher power. But it also has a $10 price-tag on E-Bay. Reckless One is alright, but if you have Piledrivers, use them.
Frenzied Goblin & Mountains -> Goblin Legionnaire & Sacred Foundry
The Goblin Legionnaries aren't expensive, but Sacred Foundry can be. If you don't have them or fetch lands, it might be better to skip the White.
If you can play even older cards, do consider Goblin Lackey and Goblin Marshall, although, IIRC, Siege-Gang is exactly the same as Marshall, if not better.
