The first one has a white background, which makes Haunter look very weird. The second is OK, and the third is the best. Nice background, font, and images. No whites.

The cut and paste is bad.
You don't make the backrounds, you just find them and paste.
There is absoloutly no image or color balance.
Bad Text.
Almost all of your banners just have the same image pasted twice in a random location.

REALLY bad. I don't want to sound all mighty, but these are just the worst banners I've ever seen. Sorry.

Have to agree there. If you are using MS paint get a better application.

Photoshop Elements 2.0 is good.

The banners seem a little cut and pasty for my taste, and the backgrounds are a little bland.
(Off-topic: In your sig, your banner says Eath Forums. Shouldn't it be "Earth Forums"?)

They're Good, But Try And Use Microsoft Picture it If You Wan't Something Permanent, If You Have Windows Xp It's On There, That's what I Use
You're Banners Look Good for something Made On Paint, But If It Was On Anything Else they'd Be Quite Bad
