First thing, don't use 10% boost items. The damage they add is miniscule. Leftovers, Lum Berry, the pinch berries, Choice Band or even Chesto Berry and Shell Bell are WAY better.

Anyway, the rates:

Milotic@lefties
Bold Nature
- Surf
- Ice Beam
- Rest
- Sleep Talk

ReSTalking Milotic. This thing takes attacks like nothing. Your best counter for physical fiends like Salamence and Metagross.

Not sure about Cacturne.

Flygon@Choice Band
Jolly Nature
- Earthquake
- Rock Slide
- Fire Blast
- Quick Attack

CBgon. Quick Attack is on it to counter things that use Flail and Reversal. Fire Blast for physical walls like Skarmory.

Anyway, you need a special sweeper. Cacturne won't cut it, so it's best if you switched it for another pokemon. You have to rebreed for Flygon though.

Cacturne is more like:
Cacturne @ Leftovers
Sand Veil
- Needle Arm
- Spikes
- Leech Seed
- Substitute/Faint Attack/Seismic Toss

and another choice for Milotic, more like a special tank than the STalker set:

Milotic @ Leftovers
Marvel Scale
- Surf
- Ice Beam/Refresh
- Toxic/Hypnosis
- Recover
