Buy plenty of Proteins first. Then go to Mt. Moon B1. Only Paras live there and they give 1 Atk EV each. You can also use the Match Call on any trainer who trains Pokemon that give you Atk EVs.

i just know remembered some karate guys on one island that use machokes and champs would that be a good place for attack evs.

Awesomeness. Machokes give you 2 and Machamps give you 3 EVs each.

imo, the best place to ev train for attack in FR/LG is with the vs.seeker on a bug catcher on the route to the top left of the cave that leads you to Lavendar Town. He's to the left of the route and only has 2 Beedrills, which give 3 attack evs each and are relatively easy to defeat.
