My first Bagon and Its Ticking me off: Help Me!

So I just got a Bagon egg Hatched it and trained it to lvl20 and its ticking me off because its stubborn and wont follow any of my commands. Do you guys know if this thing will grow out of its stuborness when it evolves or will it always stay like this cuz if it does I dont want 1 ever again.

it is because you havent got the gym badge needed to make traded pokemon follow your commands at level 20, dont worry, just get the gym badge
