It's not that bad, but then it's nothing overally special either.
For a background it's fairly plain, you've only used the one effect on the background behind the character(the cloud filter from what I can gather), put the character in and then a word. Now you've composed it ok, it's just that there's not too much to grab your attention to make you think 'wow this is a really cool background i wanna use this on my compter'. It needs something more.
The colour selection is nice, the font I like but the character's a little blurry which I think you've done to smudge the edges so he's sitting nicer on the background. Um, I can't remember the tools to use but smudging the edges a little as aposed to blurring the entire image might help.
Anyways, good go at it you've done here, keep practicing n you'll just get better and better at it.
