I don't know yet if he is going to become a Choice Bander or a Reversal user(I forgot that he gets flail but,he is lvl 50 now so I won't re-train).

I don't have a liechi berry so that wont work very well but I also dont have any good attacks left for choice band(already used Earthquake on gyarados)

What should I do

in theory it could... since it's still an increase in speed...

the problem with Hasty is that it's at the expenise of Defense rather then Special Attack...

You Dont need Rest and the Leftovers on Skam..... Give it a Chesto Berry, Leaving the Leftovers for Heracross!!
You could always give Heracross a Salac Berry (speed Boost)?? Thus leaving the Leftovers for Gardevoir!! Solving some of the problems!!
