Try as a rule not to put more than one attacking move of the same type on a pokemon. The only exception being Quick Attack/Extreemespeed and Return, since QA and ES akways go first. Also, two turn attack moves like Fly, Dig, Hyper Beam, Blast Burn/Frenzy Plant/Hydro Cannon are not worth it, so don't use them at all.

Three attacks of the same type? That's not good to have. Keep Shock Wave since it hits Double Teamers and Minimizers. Submission and Seismic Toos inflict damage on Ground/Rock/Steel Types. Thunderbolt is a great electric attack, overall better than Thunder. Thunder Wave is a must have on a Raichu, it's tactical advantages are just too neccesary.

Electrode is rather weak. Ok, he's super weak. He's the fastest thing after Ninjask, but can't do anything with that speed. Sadly, this would be the best set you can get.

As I said before, I never suggest the use of Double Team unless there is nothing else instead. And the is NOTHING else here. Try getting the HP.

As for Dodrio, -Mad Mod-'s set, only with Early Bird.

You could use that. It has never let me down. Lucky that you're playing Leaf Green, because you can't find Sneasel in Fire Red. Here's exactly how it's good:

Faint Attack never misses, therefore making it good to use if your accuracy is low. If your item is Blackglasses, this move will also be powered up. Ice Beam has higher accuracy, PP, and chance of freezing than Blizzard. If your item is Nevermeltice, this move will also be powered up. Metal Claw covers Rock Types used against Sneasel. If your item is Metal Coat, this will move will also be powered up. And finally, Slash's high Critical Hit Ratio makes it a good move. If your item is Silk Scarf, this move will also be powered up.

If you can't get Earthquake, then use Boomerang.
If you can't get Rock Slide, then use Ancient Power.
Double Edge and Swords Dance are a must.
