Well, you got a Female and a Modest Type, There goes that attack....... But in exchange, you got a fab Sp Att, (would've been even better if that was a Blastoise!) But we can do a couple of things here.

Try Counter for those Fighters, it sounds silly, but it could be worth it. Or you could go for a Endure/Rest combo, or you can use Seismic toss as a move.

If you wanted to make a Evil Wobbufet out of Squirtle, you can get the Mirror Coat/Counter Double.

You can basiclly go anywhere with that.

Yes, Hydro Pump has low accuracy...but have you looked at Squirtle's Special Attack stat? At a measly base 50, it's not really going to be damaging anything with Surf, but at least Hydro Pump can...a little. If Blastoise can barely pull off a Surf, then Squirtle can't; Hydro Pump is his best bet for a STAB move that is intended to do damage.
