If you really don't want to start Charizard over, then here's a good Specialzard set:

HP Electric (since that's what you have)
Focus Punch
Dragon Claw
Fire Blast/Flamethrower

Again, this thing is nowhere near as effective as Bellyzard, but meh.

How do i get gengar to learn icepunch?

You get it from one of the Battle Frontier Move Tutors in Emerald for 48 BP.

I highly suggest T-Bolt over Psychic on Starmie, cause nothing resists boltbeam besides Lanturn and Magneton.

Skarmbliss still isn't going to be as abundant or as refined (as far as EV's and stats go) in Link Battles anyway. McIceGar wouldn't be very useful.
